Is this because it cannot be run via the computer settings in the Group Policy? But we still cannot get it to run in IE Mode even though it shows it in Edge. I have placed the Sites file in the Group Policy location on our server so that the computers have the rights to file. I am running the Group Policy per computer since I do not have the rights to add it to the User Groups in AD.
